1. (1) The director may issue a special temporary license to a licensed lottery-only sales agent upon conditions considered necessary including, but not limited to:

   1. (a) license period;
   2. (b) days and hours of sale;
   3. (c) location of special sale;
   4. (d) specific business licensed;
   5. (e) specific sporting, charitable, social, or other event where lottery tickets may be sold under the temporary license.
2. (2) No temporary licenses will be issued for sports wagering.
