1. (1) For all strip mining operations with projected production rates exceeding 1,000,000 tons of mineral per year, the application must contain an air pollution control plan that includes the following:

   1. (a) an air quality monitoring program to provide sufficient data to evaluate the effectiveness of the fugitive dust control practices proposed under (b) to comply with federal and state air quality standards; and
   2. (b) a plan for fugitive dust control practices as required by ARM 17.24.761.

2. (2) For all other strip mining operations, the application must contain:

   1. (a) the requirements of (1)(a), if required by the department; and
   2. (b) the plan required by (1)(b).
