1. (1) A permittee:

   1. (a) may sell, purchase, or barter, or offer to sell, purchase, or barter captive-bred raptors marked with seamless bands or ISO compliant microchips to other permittees who are authorized to possess the raptors.
   2. (b) may not purchase, sell, trade, or barter wild raptors. Wild raptors may only be transferred.
