1. (1) Applicants for moose and goat licenses must designate only one choice for a hunting district.
2. (2) Applicants for sheep licenses must designate a first choice for hunting district. Any secondary opportunity selection must be for ewe only.

3. (3) The following procedure will be used when allocating 10% license opportunities for nonresidents in moose, sheep, and goat drawings:

   1. (a) The total regional license quota, by species and region, will be used to determine 10% nonresident quota.
   2. (b) Nonresident license allocations will be applied to those hunting districts and season types with a quota of ten or more.
   3. (c) Any remaining license allocation will be included, on a rotating basis, in those hunting districts and season types with a quota of less than ten.
   4. (d) If no hunting district in a region has a quota of ten or more licenses, all of the nonresident license authority will be allocated as described in (c).
   5. (e) If a region has a total quota of less than ten, no nonresident license allocations will be made for that region.
