1. (1) Prior to or simultaneously with the effective date of the closure the department shall:

   1. (a) notify the commission;
   2. (b) post notice of the closure on the agency web site;
   3. (c) post notice of the closure within and near the affected area; and
   4. (d) send press releases regarding the closure to newspapers and media outlets having general distribution in the affected watershed or water body.
