1. 1. Interpreters and translators in civil and criminal cases shall be allowed a reasonable fee approved by the court.
2. 2. Such fee shall be payable by the state in criminal cases from funds appropriated to the office of the state courts administrator if the person requiring an interpreter or translator during the court proceeding is a party to or witness in the proceeding.
