Mo. Rev. Stat. § 391.150
Any street railroad company which is or may be hereafter authorized by the county commission or the municipal authorities of any incorporated city or town, to operate a line of street railroad cars along, across or upon any of the public roads or streets, along, across or upon which public roads or streets any other street railroad company owns a street railroad, may be compelled by said county commission or the municipal authorities of any incorporated city or town to permit and authorize said company whose tracks have been ordered removed to operate and run its cars over the tracks of said other company upon the payment of just compensation to said other company, to be ascertained under the rules and regulations herein prescribed.
