Street railroad companies are hereby authorized, for such compensation as may be agreed upon, to permit their roads to be used for carrying and distributing United States mail along the routes of such roads, and to furnish proper facilities therefor; provided, however, that such use shall not impede or delay the transportation of passengers over such roads.
