In all cities, towns and villages of ten thousand inhabitants or less, any corporation having the right to operate a street railroad may with the consent of such cities, towns or villages extend its business to include the purchase, construction and operation of electric light or motive power plant; such extension of business shall be made in the same manner as provided in section 351.090, RSMo.
