Mo. Rev. Stat. § 391.040
Any company formed under this chapter, or accepting the provisions thereof, may increase its capital stock or bonded indebtedness from time to time by the authority of the vote of a majority of the stockholders of such company at a regular annual election for the directors thereof, or at a special meeting of the stockholders of said company called to consider the same upon sixty days' public notice.
