Every title insurer shall file with the director copies of the following forms it proposes to use in this state, including:

1. (1) Title insurance polices;
2. (2) Standard form endorsements; and
3. (3) Preliminary reports, commitments, binders, or any other reports issued prior to the issuance of a title insurance policy.
