At all meetings of the board two members shall be necessary to constitute a quorum for the transaction of business but no official action may be taken unless a majority of the whole board may vote therefor.

(1991) Where board consisted of five voting members and one nonvoting member and official action of the board must be supported by the vote of a majority of the whole board, three votes did not constitute a majority and order for disciplinary measures was invalid.
