Mo. Rev. Stat. § 193.065
The state registrar may appoint local registrars, each of whom shall be a person employed by an official county health agency. Each local registrar shall be authorized under the provisions of section 193.255 and subsection 2 of section 193.265 to issue certifications of death records. A local registrar, with the approval of the state registrar, may appoint deputies. The local registrars shall immediately report to the state registrar violations of sections 193.005 to 193.325 or the regulations promulgated pursuant thereto.
