The bureau of child hygiene in the department of health shall issue educational literature on the care of the baby and the hygiene of the child; study the causes of infant mortality and the application of measures for the prevention and suppression of the diseases of infancy and childhood; and inspect the sanitary and hygienic conditions in public school buildings and grounds.
