On or before the first day of June of each year the board of trustees shall certify to the board of education, and to the state of Missouri with respect to the contribution for members employed by the board of regents, the amount which will become due and payable on or before January first of the year next following to the general reserve fund. The amount so certified shall be included by the board of education in its annual budget estimate. The amount so certified shall be appropriated by the school district and transferred to the retirement system for the ensuing year.
