For the first three years in which loans are made under sections 168.550 to 168.595, no loan to an eligible student shall exceed one thousand dollars for each academic year. For the fourth and each subsequent year in which loans are made under sections 168.550 to 168.595, the coordinating board shall determine the maximum amount for loans to eligible students in each academic year. All loans shall be made from funds deposited in the fund established under section 168.580.
