All moneys from sources other than state appropriations which are specified to be used for purposes identified under the provisions of sections 160.300 to 160.328 shall be handled in the same manner as moneys received through state appropriations unless otherwise required in agreements or regulations with the sources from which such moneys are obtained. The department director shall certify that the use of all such moneys and any required agreements or regulations are consistent with the intent of sections 160.300 to 160.328, and all other state and federal laws governing such moneys, agreements and regulations.
