Annually, at the conclusion of each state fiscal year, each school district which has received a loan pursuant to the provisions of sections 160.300 to 160.328 shall compute the actual energy cost savings resulting from the implementation of the energy conservation project financed by the loan. Energy cost savings shall be calculated in the manner prescribed by the department.
