Mo. Rev. Stat. § 70.545
If the state of Kansas has not authorized the compact as outlined in section 70.515 by July 1, 2007, any Missouri county in the district and the district, commission, and an oversight committee shall have all the powers and duties and may operate as set forth in sections 70.515 to 70.545.
