Whenever the contracting party is a political subdivision of this state, the execution of all contracts shall be authorized by a majority vote of the members of the governing body. Each contract shall be in writing and a copy filed in the office of the secretary of state and in the office of the recorder of deeds in the county in which each contracting municipality or political subdivision is situated.
