The recorder of deeds in each county of the third class wherein the offices of circuit clerk and recorder of deeds are separate and the circuit clerk and ex officio recorder of deeds in each county of the fourth class and in each county of the third class wherein the offices are combined shall keep in his office a well-bound book to be known as the "Marginal Release of Deeds of Trust" in which he shall enter in appropriately ruled and headed columns, at the time of the execution of a marginal release of a deed of trust, the following items: The names of the grantors and grantees, the book and page of release, the date of release and to whom delivered.
