1. 1. There is created "The Governmental Emergency Fund Committee" consisting of the governor, the commissioner of administration, the chairman and ranking minority member of the senate appropriations committee, the chairman and ranking minority member of the house appropriations committee and the director of the division of design and construction who shall serve as consultant to the committee without vote.
2. 2. The members of the committee shall serve without compensation but shall be reimbursed for actual and necessary expenses incurred by them in the performance of their official duties.
3. 3. The committee shall elect from among its members a chairman and vice chairman and such other officers as it deems necessary.
