1. 1. A message is as valid, enforceable and effective as if it had been written on paper, if it:

   1. (1) Bears in its entirety a digital signature; and

   2. (2) That digital signature is verified by the public key listed in a certificate which:

      1. (a) Was issued by a licensed certification authority; and
      2. (b) Was valid at the time the digital signature was created.
2. 2. Nothing in this chapter precludes any message, document or record from being considered written or in writing pursuant to other applicable state law.
