1. 1. A licensed certification authority or subscriber shall use only a trustworthy system:

   1. (1) To issue, suspend or revoke a certificate;
   2. (2) To publish or give notice of the issuance, suspension or revocation of a certificate; and
   3. (3) To create a private key.
2. 2. A licensed certification authority shall disclose any material certification practice statement, and any fact material to either the reliability of a certificate which it has issued or its ability to perform its services. A certification authority may require a signed, written and reasonably specific inquiry from an identified person, and payment of reasonable compensation, as conditions precedent to effecting a disclosure required in this subsection.
