Sections 28.600 to 28.678 shall be construed to be consistent with what is commercially reasonable under the circumstances and to effectuate the following purposes:

1. (1) To facilitate commerce by means of reliable electronic messages;
2. (2) To minimize the incidence of forged digital signatures and fraud in electronic commerce;
3. (3) To implement legally the general import of relevant standards, such as X.509 of the International Telecommunication Union (formerly International Telegraph and Telephone Consultative Committee or CCITT); and
4. (4) To establish, in coordination with multiple states, uniform rules regarding the authentication and reliability of electronic messages.
