PURPOSE: This rule indicates inappropriate communications between the parties or their representatives, the presiding officer and commission members.

1. (1) A party or his/her representative shall not communicate, directly or indirectly, with a presiding officer or any member of the commission in connection with any issue of fact or in connection with any other substantive issue relating to a specific case except upon notice and opportunity for all parties to participate.
