1. (1) “Licensee” means the Association of Sheltered Workshop Managers, Inc., a notfor-profit Missouri organization, or a succes-

IOT public agency or private not-for-profit enmy which contmcts with the commission. if the Association of Sheltered Workshop Managers. Inc. should ever cease IO he the licensee ar its own election or at the election of the commission.

1. (2) “Commission” means the Missouri Highways and Transportation Commission. and where appropriate. its authorized agents and representatives in the Missouri Highways and Transportation Department.
2. (3) “Publication” means a newspaper. pamphlet, newsletter or magazine printed and distributed to convey news and information or other mauers of public interest, which may include advertisements.
3. (4) “Rest area” or “resr and recreation area” means a roadside facility along an interstare highway with parking facilities for the rest. safety or other needs of motorists. This term includes the facilities described in sections 226.750 through 226.790, RSMo. and in Title 23, United Smes Code section 11 l(b).
