PURPOSE: The purpose of the rule is to comply with section 536.023, RSMo (1986) which requires each agency to adopt as a rule a description of its operation and the methods where the public may obtain information.
- (1) The Board of Regents for the Central Missouri State University is a quasi-public corporation existing as a state agency within the Department of Higher Education. Central Missouri State comprises the second college district and is governed by a bipartisan board designated as the Board of Regents. It has six
- (6) members, three (3) from each major political party, who are appointed by the governor of the state and confirmed by the senate. A seventh board member is the commissioner of education who serves in ex officio capacity. The appointed members serve six (6)-year terms and are eligible for reappointment. The board appoints the president of the university who is duly authorized to administer the policies and regulations of the university.
- (2) The president of the university, under the authority of the Board of Regents, serves as the chief executive officer. Upon his/her recommendation, the board employs the additional administrative officials and faculty members essential to the administration and implementation of the university program. The various aspects of the administration of the university are delegated by the president to administrative officers and personnel who are responsible for evaluating the effectiveness of the program and for stimulating growth and improvement. The president is an ex officio member of each cabinet, committee and school staff.
(3) The educational program of Central Missouri State University is planned to perform the following functions:
- (A) Teacher Education. The university offers four (4)-year, five (5)-year and six (6)- year curricula for the preparation of teachers at all levels;
- (B) General Studies. The program for each student is planned to ensure his/her introduction to the major areas of knowledge which should be the common possession of educated persons as citizens in a free society; 6 CSR 25-1
- (C) Pre-professional Training. The university offers the basic preparation required for admission to professional schools;
- (D) Professional and Vocational Education. Courses are offered leading to a baccalaureate degree in certain professional and vocational areas. In addition, there are technical programs offered for the preparation of skilled persons in a number of occupations; and
- (E) Off-campus Services. Services of the university are available through off-campus courses, forums, lectures, conferences, surveys and school visitations. In its field work, the university does everything possible within its resources to assist the public schools of the district in the improvement of educational services.
