Mo. Code Regs. Ann. tit. 5, § 80-870.010
PURPOSE: This rule provides administratiueprocedures for implementation of the Success Leads to Success Program which is mandated in Senate Bill 380.
(1) Successful programs are those which result in measurable improvement in student performance. Successful programs may be identified for the Success Leads to Success Program in the following way:
(2) To assess the individual merits of program nominations, the Success Leads to Success Program shall rely on general criteria for educational effectiveness and specific guidelines for interpreting evidence of success.
(A) General criteria for successfui programs will include:

goals, purposes, theoretical/research based framework and operational design;
cation in other schools and districts to include reauirements and costs associated with revlic&on; and
evaluation of the program. (3) The recognition of successful programs will bemade through theawardingofgrants to districts for the dissemination of information about successful programs to allow for the expansion, continuation or replication of the program using other revenue sources. (4) The exchange of information about successful programs may be facilitated by sponsoring an annual conference to showcase successful programs and by awarding grants for travel to view successful programs or to present information about successful programs. (5) Dissemination of information about successful programs will be accomplished through activities such as publication of an annual booklet about successful programs and production of information packages about successful programs which would be made available to school districts on a cost recovery basis.
