PURPOSE: The Department of Elementary and Secondary Education is eligible to apply for and receive federal funds under the Education for All Handicapped Children Act of 1975 for the provision of special education programs for handicapped children. This rule incorporates by reference the annual program plan for the provision of the services to handicapped children.
