PURPOSE: This rule establishes mini. mum requirements for the administw tion of the At Schools Program.
(1) The Department of Elementary and Seam. dary Education, Division of Vocational and Adult Education is authorized to establish procedures for the implementation of the At Schools Program including:

(2) To participate in the At Schools Program, the chief administrator of a public secondary school district must-

The plan shall detail the procedures used in the school to identify students that may drop out of school and the intervention services to be used to meet the needs of such students. counseling and mentoring services provided to students who will enter the work force upon graduation from high school, address apprenticeship and intern programs, and shall contain procedures for the recruitment of volunteers from the community to serve in the school;
(5) Grant proposals must contain at least the following:
