PURPOSE: The State Board of Education is authorized to grant certificates of license to teach in any of the public schools of the state and establish requirements and qualifications for those certificates. This rule outlines the requirements for application for each of the various areas of certification within the Career Education (Adult) Certificate.

1. (1) An applicant for a Career Education (Adult) Certificate who possesses good moral character may be granted a Career Education (Adult) Certificate subject to the certification requirements found in 5 CSR 20-400.500 and the following additional certification requirements specific to Career Education (Adult) Certificates:

   1. (A) General Requirements—

      1. 1. The applicant must submit a joint application verifying

contracted employment from a Missouri educational institution; and

1. 2. One (1) of the following:

   1. A. Verification of a bachelor’s degree or higher in an

area appropriate for the subject area being taught, and any combination of the following experiences obtained within the most recent ten (10) years that equal four thousand (4,000) hours of total experience approved by the Missouri Department of Elementary and Secondary Education (department):

1. (I) Related occupational experience; and
2. (II) Related career and technical education (CTE)

teaching experience at the postsecondary/adult level or an out-of-state school district (a school year equals two thousand (2,000) hours); or

1. B. Verification of an associate’s degree in an area

appropriate for the subject area being taught, and any combination of the following experiences obtained within the most recent ten (10) years that equal five thousand (5,000) hours of total experience approved by the department:

1. (I) Related occupational experience; and
2. (II) Related CTE teaching experience at the

postsecondary/adult level or an out-of-state school district (a school year equals two thousand (2,000) hours); or

1. C. Verification of any combination of the following

experiences obtained within the most recent ten (10) years (only for Health Sciences and Skilled Technical Sciences areas) that equal six thousand (6,000) hours of total experience approved by the department:

1. (I) Related occupational experience; and
2. (II) Related CTE teaching experience at the postsec-

ondary/adult level or an out-of-state school district (a school year equals two thousand (2,000) hours);

1. (B) Professional Requirements—

   1. 1. Verification of coursework in education not to exceed

fifteen (15) credit hours to include competencies appropriate for the certificate area in: Curriculum; Methods; Assessment; and Foundations/Implementation; and

1. (C) Certificate Titles and Specific Requirements for Each Specific Area of Career Education Certification—

   1. 1. Agricultural Education—

      1. A. Agricultural Education;

AND SECONDARY EDUCATION

1. B. Agricultural Business;
2. C. Agricultural Mechanics;
3. D. Agricultural Production;
4. E. Agricultural Processing;
5. F. Agricultural Resources;
6. G. Agricultural Service/Supplies;
7. H. Forestry; and
8. I. Horticulture;

9. 2. Business Education—

   1. A. Career Business Education;

10. 3. Family Consumer Sciences and Human Services—

    1. A. Apparel and Textiles;
    2. B. Barber (requires professional licensing);
    3. C. Career Family and Consumer Sciences;
    4. D. Cosmetologist (requires professional licensing);

    5. E. Culinary Arts—

       1. (I) For a Culinary Arts Certificate, candidates must

satisfy the requirements of at least one (1) of the following:

1. (a) Satisfaction of the General Requirements and

Professional Requirements in subsections (1)(A)-(B) of this rule and a valid ServSafe® Manager Certificate; or

1. (b) Satisfaction of the requirements below:

   1. I. Bachelor of Science Degree in Home Economics

Education, Family and Consumer Sciences Education, or Vocational Family Consumer Sciences; or possession of a valid Missouri professional teaching certificate in the area of Family and Consumer Sciences;

1. II. Two thousand (2000) hours of department-

approved, related occupational experience from the most recent ten (10) years; and

1. III. A valid ServSafe® Manager Certificate;
2. F. Dietetic Services;
3. G. Food and Beverage/Restaurant Operations Manager;
4. H. Food Production, Management, and Related Services;
5. I. Hospitality Administration/Management, General;
6. J. Housing and Home Environments;
7. K. Human Development/Adult Development and Aging;
8. L. Human Development/Child Care; and
9. M. Massage Therapy (requires professional licensing);
10. 4. The applicant for a Family and Consumer Science Career

Education Certificate of license to teach in the specific area of Human Development/Child Care and Human Development/ Adult Development and Aging must have a minimum of an associate or higher degree in an area appropriate for the subject area being taught and comply with subsections (1) (A)-(B). Applicants in the areas of Apparel and Textiles; Career Family and Consumer Sciences; Culinary Arts; Food and Beverage/Restaurant Operation Manager; Food Production, Management, and Related Services; and Housing Environments must comply with subsections (1)(A)-(B);

1. 5. Health Sciences—

   1. A. Dental Assistant (requires professional licensing/

certification);

1. B. Dental Hygienist (requires professional licensing);
2. C. Diagnostic Medical Sonography Technician (requires

professional licensing);

1. D. Emergency Medical Technology/Technician (requires

professional licensing/certification);

1. E. Funeral Service and Mortuary Science (requires

professional licensing);

1. F. Health Professions and Related Sciences, Other;
2. G. Health Unit Coordinator/Ward Clerk;
3. H. Licensed Practical Nursing (requires professional

licensing);

1. I. Medical/Clinical Assistant (requires professional SERVICES

licensing/certification);

1. J. Medical Laboratory Technician (requires professional

licensing/certification);

1. K. Medical Radiologic Technology/Technician (requires

professional licensing);

1. L. Medical Record Technology/Technician (requires

professional licensing/certification);

1. M. Medical Transcription (requires professional

licensing/certification);

1. N. Nursing Assistant/Aide;
2. O. Occupational Therapy Assistant (requires professional

licensing);

1. P. Pharmacy Technician/Assistant (requires professional

licensing/certification);

1. Q. Physical Therapy Assistant (requires professional

licensing/certification);

1. R. Psychiatric/Mental Health Services Technician

(requires professional licensing/certification);

1. S. Registered Nursing Training (requires professional

licensing);

1. T. Respiratory Therapy Technician (requires professional

licensing);

1. U. Sign Language Interpreter (requires professional

licensing/certification);

1. V. Substance Abuse/Addiction Counseling (requires

professional licensing/certification); and

1. W. Surgical Technology/Technologist (requires profes-

1. 6. The applicant for a Health Sciences Career Education

Certificate of license to teach must comply with subsections (1) (A)-(B) and the following:

1. A. Applicant must provide a valid authorization from

the applicable accrediting agency certifying that applicant meets requirements to teach in the subject area and student level of the instructional program; and

1. B. Applicant must provide documentation of a

valid, unencumbered, undisciplined professional license (if applicable for instructional area to be taught);

1. 7. Marketing Education—

   1. A. Marketing;

2. 8. Skilled Technical Sciences—

   1. A. Certification Titles—

      1. (I) Aircraft Mechanic/Technician, Powerplant (requires

professional licensing);

1. (II) Airframe Mechanic/Technician, Airframe (requires

professional licensing);
