PURPOSE: The State Board of Education is authorized to grant certificates of license to teach in any of the public schools of the state and establish requirements and qualifications for those certificates. This rule outlines the requirements for application for each of the various areas of certification within the Career Continuous Student Services Certificate.

1. (1) An applicant for a Career Continuous Student Services Certificate who possesses good moral character may be granted a Career Continuous Student Services Certificate subject to the certification requirements found in 5 CSR 20-400.500 and the following additional certification requirements specific to Career Continuous Student Services Certificates:

   1. (A) The Career Continuous Student Services Certificate will be issued upon completion and verification of the following:

      1. 1. Four (4) years of experience approved by the Missouri

Department of Elementary and Secondary Education (department) in specific area of Student Services Certification;

1. 2. Participation in two (2) years of district-provided

mentoring (during the first two (2) years of student services experience);

1. 3. The development, implementation, and completion of

a professional development plan of at least forty (40) contact hours of professional development, or three (3) semester hours of graduate credit toward an advanced degree;

1. 4. Successful participation in an annual performance-

based evaluation; and

1. 5. For a Student Services Certificate—Speech-Language

Pathologist, possession of a valid, unencumbered, undisciplined Missouri license in Speech-Language Pathology from the Missouri Board of Registration for the Healing Arts;

1. (B) The Career Continuous Student Services Certificate will SERVICES

remain valid upon verification of the following:

1. 1. Continued participation in a performance-based

evaluation;

1. 2. Completion of twenty (20) contact hours of professional

development annually; and

1. 3. For a Student Services Certificate—Speech-Language

Pathology, possession of a valid, unencumbered, undisciplined Missouri license in Speech-Language Pathology from the Missouri Board of Registration for the Healing Arts;

1. (C) The Career Continuous Student Services Certificate holder is exempt from additional professional development if the holder has a local professional development plan in place with the school and meets at least two (2) of the following:

   1. 1. For the Career Continuous Student Services—Career

Education Counselor Certificate—

1. A. Ten (10) years of Career Education Counselor

experience approved by the department;

1. B. An education specialist degree in School Counseling

or a closely related field; and/or

1. C. Certification from a nationally recognized professional

counseling organization approved by the State Board of Education (board);

1. 2. For the Career Continuous Student Services—School

Counselor (K-12) Certificate—

1. A. Ten (10) years of School Counselor experience

approved by the department;

1. B. An education specialist degree or higher in School

Counseling or a closely related field; and/or

1. C. Certification from a nationally recognized professional

School Counselor organization approved by the board;

1. 3. For the Career Continuous Student Services – School

Psychological Examiner Certificate—

1. A. Ten (10) years of School Psychological Examiner

experience approved by the department;

1. B. An education specialist degree in School Psychology

or a closely related field; and/or

1. C. Certification from a nationally recognized professional

School Psychology organization approved by the board;

1. 4. For the Career Continuous Student Services – School

Psychologist Certificate—

1. A. Ten (10) years of School Psychologist experience

approved by the department;

1. B. An education specialist degree in School Psychology

or a closely related field; and/or

1. C. Certification from a nationally recognized professional

School Psychology organization approved by the board; and

1. 5. For the Career Continuous Student Services – Speech-

Language Pathologist (Birth-Grade 12) Certificate—

1. A. Ten (10) years of Speech-Language Pathologist

experience approved by the department;

1. B. An education specialist degree in Speech-Language

Pathology or a closely related field; and/or

1. C. Certification from a nationally recognized professional
