PURPOSE: This rule fulfills the requirements specified under section 536.023, RSMo (1986). The intent of this rule is to describe the division’s functions, objec- .i--\ tiues and organizational structure. (1) The purpose of the division is to provide direct assistance to local officials,,civic leaders and interested citizens in aclueving their stated community objectives for future development. The division strives to build the capability of local governments to deal with situations of major importance to their citizens. (2) The division provides the leadership and supports state, regional and local community development organizations and other public and private groups in the establishmentofnew and further development of existing community organizations. (3) The division develops pertinent information, technical assistance and other public resources for local units of government to meet their community and economic development needs. (4) The division is given the responsibility of administering and coordinating programs which will contribute to and foster the socioeconomic and quality of life improvement of communities throughout the state. (5) To dischargeits duties and responsibilities, the division’s activities are divided into several sections which include administrative, community betterment, community management, --\ community financing, field services and neighborhood assistance functions. (6) The methods by which the public may obtain information from or make submissions or requests to the division are by telephone, letter or personal visit.
