Transportation Enforcement Inspector I

PURPOSE: This rule prescribes the training requirements for the division’s Transportation Enforcement Inspector I position, to prepare those personnel for their actual duties of employment.
(1) Entrance Requirements. The division adopts the training requirements described in this rule for its Transportation Enforcement Inspector I, as authorized by sections 390.350 and 622.620, RSMo Supp. 1997. The entrance requirements under this section are used to admit or reject applicants for employment in positions not requiring selection from merit system registers. When applicable, equivalent substitution will be allowed for deficiencies in experience or education.
- (A) Experience and Education. The candidate for employment shall have graduated from an accredited four (4)-year college or university with specialization in criminal justice, law enforcement, safety, business administration or closely related areas. In the alternative, the candidate shall have completed at least four (4) years of experience as a law enforcement officer, or in work involving comparable enforcement or investigatory experience, or professional or technical experience in the transportation industry which affords a knowledge of safety, inspection, compliance or economic enforcement standards.
- (B) Necessary Special Requirements. The candidate shall have the ability to obtain proper federal and state certification in accordance with department and division standards and time frames; shall demonstrate ability to type at least twenty-five (25) words per minute; and shall demonstrate a basic understanding of computer programs necessary to perform the job tasks assigned.
(2) Additional Training Requirements. Each person hired as a Transportation Enforcement Inspector I with the division shall successfully complete each of the courses listed under this section, within one (1) year of beginning their employment. The division’s Transportation Enforcement Program administrator may extend this time limit. These training courses shall be completed in the order listed below: 4 CSR 265-14
- (A) North American Standard Inspection Course (80 hours);
- (B) Basic Hazardous Materials Course (40 hours);
- (C) Cargo Tank/Bulk Packaging Course (40 hours); and
- (D) Compliance Review Course (80 hours).
(3) On-the-Job Training. Each Transportation Enforcement Inspector I shall successfully complete one (1) year of on-the-job training, which will include, but not be limited to the following areas:
- (A) Preparation of a Compliance Review;
- (B) Investigation procedures;
- (C) Case preparation;
- (D) Inspection of commercial motor vehicles;
- (E) Missouri state statutes affecting commercial motor vehicles;
- (F) Missouri state statutes affecting this division;
- (G) Federal Motor Carrier Safety regulations;
- (H) Computer programs affecting Enforcement Section inspectors;
- (I) Department/division rules and regulations; and
- (J) Division minimum standards of productivity.
