Landscape Architectural Council—General Organization

PURPOSE: This rule describes the organization and general methods of administration and communication concerning the Missouri Landscape Architectural Council.
- (1) The purpose of the council is to regulate the use of title landscape architect and to pro- 4 CSR 196-1
tect the inhabitants of this state from misuse or misrepresentation of that title; to protect their property from damage or destruction through dangerous, dishonest, incompetent or unlawful landscape architecture; and to implement and sustain a system for the examination and registration of landscape architects in this state.
- (2) The council shall meet with the division at least two (2) times each year. Additional meetings may be held at the discretion of the council, however, the council shall inform the division of those meetings and the notice of meetings will be posted in compliance with Chapter 610, RSMo.
- (3) Each year, the council shall select a chairperson and vice chairperson elected by a majority of council members. The chairperson presides at meetings and works with the executive director and division on coordinating council affairs. If the chairperson is unable to attend a meeting, the vice chairperson shall preside in his/her place.
- (4) The executive director shall be responsible for keeping the minutes of council proceedings and perform other duties as directed by the council and division.
- (5) A quorum of the council shall consist of at least three (3) of the five (5) members.
- (6) Council meetings will generally consist of reviewing applications, interviewing applicants, investigating complaints and concerns, instituting disciplinary actions regarding landscape architects, making recommendations to the division concerning council matters and overseeing proper conduct and management of council affairs.
- (7) Any person requiring information and/or application forms or wanting to register a complaint involving the landscape architectural profession may contact the council by writing to the council’s executive director.
