PURPOSE: This rule interprets and clarifies the language of section 337.020.2(c), RSMo which demonstrates the legislative desire to license without examination, as psychologists, those applicants licensed in another state.

1. (1) In order to be licensed as a psychologist in Missouri by reciprocity, an applicant shall—

   1. (A) File an application for licensure pursuant to 4 CSR 235-1.030;
   2. (B) Be twenty-one (21) years of age;

   3. (C) Provide satisfactory evidence on forms provided by the committee that the applicant is then currently licensed in another jurisdiction including any state, territory of the United States, or the District of Columbia; that the applicant has had no violations and no suspensions and no revocation of a license to practice psychology in any jurisdiction and meets one (1) of the following criteria:

      1. 1. Be a diplomate of the American

Board of Professional Psychology;

1. 2. Be a member of the National Register

of Health Service Providers in Psychology;

1. 3. Be currently licensed or certified as a

psychologist in another jurisdiction which is then a signatory to the Association of State and Provincial Psychology Board’s reciprocity agreement herein “ASPPB Agreement”;

1. 4. Be currently licensed or certified in

another state, territory of the United States, or the District of Columbia, and—

1. A. Have a doctoral degree in psychol-

ogy from a program accredited, or provisionally accredited by the American Psychological Association or that meets the requirements set forth in subdivision (3) of subsection 3 of section 337.025;

1. B. Have been licensed for the preced-

ing five (5) years; and

1. C. Have had no disciplinary action

taken against the licensee for the preceding five (5) years;

1. 5. Is currently licensed or certified as a

psychologist in another state, territory of the United States, or the District of Columbia whose requirements for licensure at the time the applicant was licensed were substantially equal to or greater than this state’s requirements were for licensure at such time; or

1. 6. Is currently licensed or certified as a

psychologist in another state, territory of the United States, or the District of Columbia that extends like privileges for reciprocal licensing or certification to persons licensed by this state with similar qualifications;

1. (D) Have the burden of providing satisfactory evidence to the committee of his/her diplomate, member, licensure or certification status as specified in paragraph (1)(C)1., 2., 3., 4., 5., or 6.; and 20 CSR 2235-2

(E) Have the burden of providing, as appropriate and necessary to his/her particular application, true and accurate certified copies of the licensure or certification requirements from the state(s), territory(ies) of the United States or the District of Columbia for which s/he is applying for reciprocal licensure as specified in paragraphs (1)(C) 1., 2., 3., 4., 5., or 6. All copies must be certified by the licensing or certification office(s).
