PURPOSE: This rule insures that no one division of the board will adopt a course of action or a policy that could affect the position of the entire board unless such course of action or policy has been approved by the entire board. 20 CSR 2030-1

1. (1) In accordance with section 327.041, RSMo, an interpretation of Chapter 327, RSMo may be made by the board if considered by the entire board, or quorum as provided by law, and adopted by an affirmative vote of the board or quorum, and so certified by the board chairman.
2. (2) When an interpretation of Chapter 327, RSMo and rules of the board adopted pursuant thereto affects only one (1) division of the board the division so affected shall prepare the facts pertaining to the matter under consideration and adopt a division recommendation by majority vote. Upon referral of the facts and division recommendation to the full board or quorum, the board may take such action the board deems appropriate under applicable law and rules adopted by the board.
