The scope of National Bureau of Standards (NBS) Handbook 44, 1985 Edition, is designed as a working tool of the weights and measures official and the equipment manufacturer, installer and repairman. The purpose of these technical requirements is to eliminate from use, without prejudice to apparatus that conforms as closely as practicable to the official standards, all weights and measures, and weighing and measuring devices that are false, that are of such construction that they are faulty or that facilitate the perpetration of fraud.
