PURPOSE: This rule specifies the kind of actual seed sales facility obligated to purchase a seed sales permit in compliance with section 266.031, RSMo (1986) and also emphasizes the need for both retail and wholesale places to purchase a permit.
- (1) A seed sales permit must be obtained for each retail and/or wholesale location.
- (2) Seed dealers engaging in both wholesale and retail operations must secure both a wholesale and retail permit.
- (3) Any seed retail place of business that maintains storage facilities for the immediate delivery or dispensation of agricultural seed or vegetable seed in packets exceeding one
- (1) pound in weight must purchase a license described in section 266.031.1(4), RSMo.
