PURPOSE: Identifies the requirements for security measures, reportable events, and records to be maintained.

1. (1) Cultivation and production facilities and cannabidiol oil care centers shall have an adequate alarm and video surveillance security systems, each designed to operate during power outages to prevent and detect diversion, theft, or loss of hemp or hemp extract which shall, at a minimum, include:

   1. (A) Alarm system—

      1. 1. A perimeter alarm with motion detec-

tor providing coverage of all facility entrances and exits, rooms with exterior windows, rooms with exterior walls, roof hatches, skylights, and storage rooms containing safes or vaults; and

1. 2. All alarm systems shall be inspected

annually by the alarm vendor; and

1. (B) Video surveillance. Video cameras shall be used twenty-four (24) hours a day.

   1. 1. Video cameras shall record all areas

that may contain hemp and hemp extract and at all points of entry and exit and shall be angled so as to capture a clear and certain identification of any person.

1. 2. Video cameras must be directed at all

safes, vaults, distribution areas, retail sale and distribution areas, and any other area where hemp or hemp extract is being cultivated, produced, manufactured, stored, or handled.

1. 3. The date and time must be embedded

on all surveillance recordings without obscuring the picture.

1. 4. All video camera recordings shall be

available for immediate viewing by the director or designated representative or law enforcement upon request.

1. 5. Video recordings shall be retained for

a minimum of thirty (30) days.

1. 6. The video surveillance system shall

be inspected annually by the video vendor.

1. (2) Reportable events.

   1. (A) The cultivation and production facility and cannabidiol oil care centers shall—

      1. 1. Notify the appropriate local law

enforcement official and the director within twenty-four (24) hours of discovering any alarm activation, inventory discrepancies, diversion, theft, or loss of any hemp or hemp extract, or of any loss or unauthorized alteration of records related to hemp, hemp extract, and/or registrants. Notification shall include the submission of a signed statement which details location and contact information, circumstances of the event, an accurate inventory of the quantity, variety, and lot numbers of hemp or quantity and batch numbers of hemp extract involved; and

1. 2. Notify the director or designated rep-

resentative of any failure of the security alarm system or surveillance system due to a loss of electrical support or mechanical malfunction that is expected to last longer than eight (8) hours and any corrective measures taken. 2 CSR 70-14

1. (3) Records.

   1. (A) The cultivation and production facility and cannabidiol oil care center must maintain records for three (3) years of—

      1. 1. The annual inspections of the alarm

and video surveillance systems; and

1. 2. Any occurrence that is reportable

under this section.
