Basis for Provisions of EPSDT

PURPOSE: This rule establishes basis and criteria for provision of EPSDT services.
- (1) The Department of Health shall administer an early periodic screening, diagnosis and treatment (EPSDT) program which provides for thorough physical and dental examinations for Medicaid-eligible persons under the age of twenty-one (21), at no cost to themselves or to the parents or guardians, if they accept the offer of this service. Funding for EPSDT services is through Title XIX (for further information see 13 CSR 40-81.015).
- (2) EPSDT services are available to recipients under the age of twenty-one (21) years who are eligible to receive benefits under the provisions of section 208.151, RSMo 1986.
- (3) The EPSDT program shall make available to eligible recipients under the age of twentyone (21), a general physical examination at the ages zero to four (0–4) weeks (at birth), two to three (2–3) months, four to five (4–5) months, six to eight (6–8) months, nine to eleven (9–11) months, twelve to fourteen (12–14) months, fifteen to seventeen (15–17) months, eighteen to twenty-three (18–23) months, two (2) years, three (3) years, four
- (4) years, five (5) years, six to seven (6–7) years, eight to nine (8–9) years, ten to eleven (10–11) years, twelve to thirteen (12–13) years, fourteen to fifteen (14–15) years and sixteen to twenty-one (16–21) years; and an annual general dental examination shall be made available at the ages of three to twentyone (3–21) years. Initial medical and dental examinations shall also be made available to eligible recipients under the age of twentyone (21) years at the time of eligibility determination if need is determined by the recipients’ records of prior medical and dental services.
