PURPOSE: This rule establishes requirements for the printing, distribution and acceptance of postcard voter application forms.
- (1) A postcard voter application form titled Missouri Voter Registration Application shall be printed. All Missouri election authorities shall accept a completed and signed postcard voter application form as a valid application to register in their jurisdiction. In addition to the Missouri Voter Registration Application, each election authority may print and accept its own postcard voter application form which shall be substantially in the same form as the Missouri Voter Registration Application.
(2) Postcard Application Form Format and Content—
- (A) The postcard application form shall be printed on white index one hundred ten pound (110#) paper cut to five inches by eight inches (5" × 8");
- (B) The format of the postcard voter application form shall be identical in size and all other aspects to the format shown in section
(5) of this rule;
- (C) The questions asked on the postcard application form shall be identical to those questions shown in section (5) of this rule; and
- (D) The format and questions shall be printed in black ink, except that numbers 1— 10 and the statement, “YOUR APPLICA- TION WILL BE CONFIRMED BY MAIL WITHIN SEVEN (7) DAYS. PLEASE CON- TACT THE ELECTION AUTHORITY IF YOU DO NOT RECEIVE NOTIFICA- TION,” shall be printed in red ink.
(3) Distribution of Postcard Application Forms—
- (A) The postcard application form may be printed and distributed by election authorities, the secretary of state and by any private individual, group, corporation or other entity desiring to reproduce the postcard application form as it is set-out in section (5) of this rule; and
- (B) To allow individual or group registration, any individual or group may request and shall receive from any election authority a sufficient number of Missouri Voter Registration Applications. The distributed postcard 15 CSR 30-4
application forms shall not be sequentially numbered.
(4) Acceptance of Postcard Application Forms—
- (A) The completed and signed postcard application form(s) shall be delivered to the appropriate election authority representing the area in which the applicant resides;
- (B) The completed and signed postcard application form(s) may be delivered to the appropriate election authority either in person, by mail or by delivery by a third party; and
- (C) Upon receipt of a completed and signed postcard application form, the election authority shall process the application as required by section 115.159, RSMo.
