PURPOSE: This rule establishes basis and criteria for provision of early periodic screening, diagnosis and treatment services.
- (1) The Division of Family Services shall administer an early periodic screening, diagnosis and treatment program which includes an annual general physical examination for eligible persons under the age of twenty-one (21), at no cost to themselves of to the parents or guardian, if they accept the offer of this service.
- (2) EPSDT services are available to recipients of Aid to Families with Department Children (AFDC) or eligible payees; foster children under the supervision of either the Division of Family Services, or Juvenile Courts in Class I Counties or the Division of Children’s Services of St. Louis city; recipients of General Relief (GR); recipients of Supplemental Aid to the Blind (AB); recipients of Blind Pensions (BP); recipients of Supplemental Nursing Care (NC); and Medical Assistance (MA) recipients who receive benefits under the provisions of sections 208.151 and 208.152, RSMo (1986) and under 45 CFR 205.146 and 45 CFR 249.010 and MSA-PRG-21 dated June 28, 1972.
- (3) The early periodic screening, diagnosis and treatment program shall make available to ADC recipients under the age of twentyone (21) a general physical examination at the ages zero to four (0–4) weeks (at birth), two to three (2–3) months, four to five (4–5) months, six to seven (6–7) months, nine to ten (9–10) months, twelve to fifteen (12–15) months, sixteen to nineteen (16–19) months, twenty-three to twenty-five (23–25) months, three to four (3–4) years, five to six (5–6) years, eight to nine (8–9) years, eleven to twelve (11–12) years, thirteen to fifteen (13–15) years, sixteen to eighteen (16–18) years and nineteen to twenty-one (19–21) years and an annual general dental examination at the ages of three to twenty-one (3–21) years.
