PURPOSE: This rule sets forth the requirements for racing surfaces on association tracks.

1. (A) Training and racing surfaces whose construction, elevation and surfaces have received scientific approval as safe and humane.

   1. 1. Upon proof of economic hardship and

a bona fide effort to comdv. exemntions to this rule may be granted by the com&ssion.

1. 2. Application for exemptions shall be in

writing. 12 CSR W-40

1. 3. Notice shall be given to all interested

parties;

1. (B) Adequate and proper equipment to maintain training and racing surfaces;
2. (C) Sufficient trained personnel to properly operate equipment; and
