PURPOSE: This rule requires permit holders to accept, observe and enforce the rules of the commission.

1. (1) Every permit is granted upon the condition that the permit holder shall accept, observe and enforce the rules of the commission. It shall be the duty of each and every officer, director and every official and employee of the permit holder to observe and enforce the rules of the commission.

2. (2) The authority of the commission shall extend to those facilities on which horses, racing at the premises of licensed associations, are trained, boarded or cared for. This authority shall extend only to the facilities if they charge fees for the training, boarding or care, or if the horses are not the sole or partially owned property of the owner or operator of a training, boarding or care facility.

   1. (A) The regulations of the commission as well as sections 313.500–313.710, RSMo (1986) shall apply to the facilities.
