PURPOSE: This rule sets forth the validation requirements for validating draw games winning tickets.

1. (1) All of the following requirements must be met for a draw games ticket to be a valid draw games winning ticket:

   1. (A) The ticket validation number shall be presented in its entirety and shall correspond 12 CSR 40-85

using the computer validation file to the selected numbers displayed on the ticket for the data displayed on the ticket;

1. (B) The ticket shall—

   1. 1. Not be altered, reconstituted, or tam-

pered with in any manner;

1. 2. Not be counterfeit or a duplicate of

another winning ticket;

1. 3. Have been issued by the lottery

through a retailer in an authorized manner;

1. 4. Not have been canceled;
2. 5. Be validated in accordance with pro-

cedures for claiming and payment of prizes;

1. (C) The ticket data shall—

   1. 1. Have been recorded in the computer

gaming system before the drawing; and

1. 2. Match this computer record in every

respect;

1. (D) The player-selected numbers/wagers, the validation number data, and the drawing date of an apparent winning ticket shall appear on the official file of winning tickets and may not have been previously paid;
2. (E) The ticket may not be misregistered, unregistered or unissued, or defectively printed to an extent that it cannot be processed by the lottery; and
3. (F) The ticket shall pass all other confidential security checks of the lottery.

1. (2) The information printed on the ticket stock shall not be interpreted as providing any prize or procedure other than that authorized by the lottery for that game.
2. (3) The director may allow exceptions to the criteria in this rule.
