PURPOSE: This proposed rule contains provisions already existing in other regulations but would move those provisions to the chapter that primarily governs players’ tickets and prizes. This proposed rule addresses player compliance with lottery law, rules, instructions and agreements.

1. (1) In purchasing a lottery ticket, submitting a ticket for validation, or claiming a prize, a player or claimant agrees to comply with state lottery law and any regulations, rules, instructions or agreements pertaining to the lottery or its games.
2. (2) There may not be any failure to comply in relation to the ticket or prize that, in the opinion of the executive director, justifies disqualification.
