PURPOSE: This rule prohibits political subdivisions from selling tickets.

1. (1) No political subdivision shall be licensed to sell lottery tickets.
2. (2) Nothing in this rule shall prohibit any person, holding a retail sales license to sell on public property, from being licensed to sell lottery tickets.
