PURPOSE: This rule clarifies the special fuel-powered 26,000 lbs., 2-axle truck exemption in section 142.513, RSMo. (1) Licensing Requirements. Those vehicles exempt from the filing requirements under section 142.513, RSMo are also exempt from the special fuel licensing requirements under Chapter 142, RSMo. All fuel used by these vehicles must be purchased tax-paid. (2) Purchase of Special Fuel by Exempt Vehicles. Special fuel-powered vehicles with a licensed gross weight of twenty-six thousand pounds (26,000 lbs.) or less, and all special fuel-powered, 2-axle vehicles leased for a period of thirty (30) days or fewer, used for moving household goods, are exempt from the licensing and reporting requirements of Chapter 142, RSMo.
